Project: Construction of Amur Gas Processing Plant in the Amur Region of Russia (near the town of Svobodny) for JSC GAZPROM. Information about the company participation in the project: https://agpp-project.com/
Area of business: EPC contractor;
Within the project, MAIRE TECNIMONT RUSSIA, in consortium with SINOPEC, the largest Chinese Oil & Gas company, acted as an EPC contractor for the construction of Amur Gas Processing Plant’s civil and infrastructure facilities that included comprehensive scope of works for Engineering / Author Supervision, Materials / Equipment Procurement, Construction Subcontractors Management of the subcontractors nominated by the Client under EPCM contracts, and involvement into the project of own subcontractors based on EPC contracts;
My job responsibilities referred to the full cycle of multicategory procurement of direct construction and indirect materials, equipment, instruments, devices and accessories procurement for the construction of the facilities, as well as subcontracting vendors for direct services and contracting for indirect services, to wit: procurement of project (construction) materials, equipment and instruments, procurement of administrative goods and materials, purchase and lease of main and auxiliary construction equipment, special machinery, spare parts and consumables, fuel and lubricants, as well as subcontracting for installation works, general construction services, logistics support services, rental construction equipment, as well as for obtaining and maintenance of rental administrative, temporary construction facilities, infrastructure and off-site facilities, and for other services required by project. The procurement / subcontracting was carried out using the corporate electronic material management system (SAP), electronic suppliers relations management system (SRM E2Y), and also have the experience of work with SAP ARIBA electronic bidding system;
Functionality:
- Obtaining necessary technical clarifications and data missing in the Purchase Requisitions upon receipt of those from Engineering, Construction or other departments, which had issued the respective Purchase Requisitions;
- Searching the vendors in the relevant markets for supply of the requested by site materials, equipment and services. Making relevant requests for quotations (RFQ) based on the Purchase Requisitions specifications, relevant project instructions / specifications and internal company’s procedures.
- Assessment, together with the company technical departments who initiated the Purchase Requisitions, of the bids received for the technical compliance of vendors proposals for materials / services supply to the project’s for the purpose of obtaining technical approvals from Engineering, Construction or other departments, which had requested the respective materials procurement / services, for issuing the consolidated commercial / technical bids evaluation reports / recommendations for the management for getting the approvals for placing the orders and entering into transactions with the selected vendors;
- Selection of the optimal bids and issuing commercial and technical bids evaluation / purchase orders recommendation reports for the management to justify the selected vendors / offers and obtaining approvals of the management for placing Purchase Orders / conclusion of Subcontracts or contracts for indirect services;
- Registration and qualification of vendors in the corporate suppliers management electronic system (SRM) E2Y: issuing score cards for the technical qualification of the vendors by the corporate technical assessment team;
- Negotiating, writing, administration, follow up and completion of purchase orders, contracts / subcontracts for materials / services supply up to materials receipt and issue of those to the construction or up to the completion of services, obtaining all approvals (check lists) of the joint technical commission and the respective purchase order, contracts / subcontracts close out;
- Issuing all types of Purchase Orders / Contracts / Subcontracts and amendments and addenda thereto in the electronic corporate system (SAP) for obtaining, electronically, the management approvals for entering into transactions;
- Post-award purchase orders, subcontracts / contracts administration and follow up of those the purchase orders for materials services supply, keeping everyday business correspondence.
- Participation in the regular meetings with subcontractors / preparing Minutes of Meetings.
- Arranging for and carrying out full logistics part of purchases (expediting).
- Coordination of the communications between the company’s site incoming control team and materials suppliers upon materials arrival to the site for due transfer / acceptance of the materials by joint project’s incoming control commission and issuing claims, when necessary, to the suppliers in case of the non-conformities revealed by the incoming control team with regard to the quality or the quantities of the materials received or for obtaining missing certification documents / quality passports, etc. from materials vendors / participation in the commissions for handover of works under contracts / subcontracts;
Monitoring of the market prices and search of vendors in the market for supply of materials / subcontract services, conducting the preliminary negotiations with new vendors, prequalification of new vendors, obtaining and processing the bids, and communicating those to the respective company’s divisions for the consideration. Making final recommendation for subcontracting new vendors or awarding Purchase Orders.

• Comprehensive tender and contracting work.
- Searching, and obtaining the company participation, in the tenders and competitive purchases in the market of industrial and civil construction services, technical maintenance, construction materials supply services for promoting the company services in the market;
- Preparing prequalification documents, price and technical tenders for the company participation in the competitive procedures (bids) within large construction projects, held either by large international consortiums in the territory of Russia and the Russian companies, or within public bids conducted held by the governmental agencies, and further proceeding with the company participation in the tender events, electronic bids;
- Pre-award contract work, stipulating contracts terms and condition, finalizing and sign off of contracts, administrating the contracts and post-award post-order work for the execution of the contractual terms and conditions, including EPC, PC, EPCM contracts, supply contracts, integrated logistics services, custom clearance, certification and other services contracts;
- Issue and approving with clients the primary documents for further billing the client;
- Taking part in meeting with clients (weekly, monthly) including conference calls and attending meeting in the offices of clients;
- Subcontracting, negations with subcontractors, writing and stipulation of the terms and conditions of all necessary subcontracts, coordination of subcontractors co-work and interaction with other contractors engaged in the projects, verifying correctness of the amounts invoiced by subcontractors and approving the invoices.
- Reporting to clients, issue and getting approved with clients daily reports on the works progress, provided human resources and machinery, materials supplied, etc.
• Procurement of the projects with materials and logistics support (supply chain).
- Comprehensive work on arranging for, coordination and logistics support of procurement of the construction sites including purchase of the construction materials and the bulk materials – cement, gravel, sand, etc., construction and auxiliary equipment and spare parts for it, rolled metal, and all other items required for the construction. Arranging for manufacturing of steel, concrete, plastic and piping assemblies at local workshops.
- Requests for proposals (RFP), making comparative analysis of the proposals received from vendors. Negotiations with vendors on reduce of prices.
- Writing and conclusion of purchase and service agreements;
- Investigating the market seeking to find new prospective vendors and keeping respective data bases. Analyzing the market of materials ordinarily procured for the projects the company participates in, and tracking dynamics of prices in the markets (seasonal and the general dynamic). Monitoring of new proposals for cooperation received from the market players, justification and selection of the prospective or requiring the attention business proposals, considering the ways and opportunities of the cooperation;
- Work with freight forwarders on coordinating and managing all inbound and outbound cargoes transportations (including intermodal transportations over Russia and international ones), issue of shipping documents, customs clearance coordination;

Functionality:
General description: LLC OIL SERVICE operates its owned Industrial Service and Storage Facility (hereinafter - the Industrial Facility) of 50000 sqm, located in Kholmsk / Yuzhno-Sakhalinsk towns, Sakhalin region, Russia that was arranged and constructed from the grass roots on the territory of an industrial purposed land plot in Kholmsk town (Sakhalin region), provides integrated logistics and procurement services, multipurpose industrial services. As of the time of my work in the company it provided services for oilfield service companies, logistics and production companies (Halliburton, Linden, Baker Hughes) working within oil and gas projects Sakhalin-1, Sakhalin-2 and Sakhalin-3 projects;
My job in this company commenced since purchase by the company of the above-mentioned land plot, its further improvement and construction in its territory of the Storage and Industrial Services Facility. My work on this stage included searching, selection and contracting of duly qualified construction and other related services providers, completion of the concluded contracts, arranging for the necessary materials procurement (construction materials, prepared concrete, metal ware and pipes, cable and wire, fuel, working hand tools and equipment, PPE, purchase of services related to miscellaneous certifications, fire, security alarm, HVAC systems installation and all other services required, purchase of cargo lifting equipment (cranes and forklifts) to be used in the further operations at the Industrial Facility and the spare parts for this equipment), as well as arranging for all necessary logistics support: transportations and materials storage. By way of doing so there have been constructed and launched into operation 5000 sqm of unheated warehouses, one heated warehouse / workshop (1500 sqm), 8000 sqm of open hard surface laydowns and one administrative premise.
After completion of the facility construction I proceeded with working as a lead logistics and procurement specialist, that corresponded to the main specialization of the company, performing the functions related to overall managing of the facility and its personnel (25 men), providing the services of the safe storage of the clients commodities of all kinds, including drilling muds and hazardous chemicals and equipment, small technical maintenance, repair and modification of their equipment (welding works, assembling units from components, cleaning tanks, packing the equipment, welding steel works from delivered components and purchased metal ware, and other services of industrial nature. I provided complete inventory stocks control and inventory reconciliations, incoming control of inbound cargoes and the issuing those to the clients, supervised cargo handling operations (loading/offloading of cargoes, ensuring safety, observation of the requirements to the cargoes alignment and fastening, arrange for and coordinate shipments / freight forwarding of cargoes by all kinds of transport, including intermodal transportations). Being the facility supervisor, I carried out supervision for all operations at the facility, including managing the personnel (~ 20 men), made all necessary arrangements for rendering miscellaneous services in the territory of the facility, carried out receiving of clients cargoes by bills of lading in seaports, at the railway facilities, and arranged for those cargoes transportations to the final destinations.
Another function of mine was carrying out procurement services to the clients (industrial supplies) and completion of the committed purchase orders. It included vendors search (RFPs, bargaining prices reduce, approval of vendors and supply terms with clients (including preparing for clients the comparative analysis of the proposal received from three competitive vendors), direct purchase of the supplies and their movement through the supply chain from suppliers to the consignees, as well as ensured purchase of materials and consumables for the own needs of the company.
When there were needs to involve the subcontractors for providing the services to the clients within the contracts with them I performed the relevant subcontracting job;
In general, one of my basic responsibility was comprehensive administration and completion of all contracts / subcontracts, fulfillment of their commercial and technical terms, providing commercial reporting to the clients with regard to the completion of the services provided to them, preparing of invoices for billing the clients.
In the course of the project development, I have been engaged in the search of new clients among the oil service companies and projects operators in Sakhalin region. It included issue of the presentations, negotiations with regard to the possibilities of co-work, sought and provided for the company participation in tenders and competitive procedures (bids) held by the large international and Russian clients , preparing of tender proposals packages; Comprehensively participated in the contracts pre-award negotiations, stipulations of the contracts terms and conditions and contracts execution.
